As it stands, you should use a installation medium to repair the file.
To do this, download the .iso from Microsoft, burn it on an installation medium and bottestop it.
In the installation process you can then select repair settings.
But this is net for the reason that I come net in the screen where all programs are shown
Of course, you have to do that on another computer.
Unless you had a Windows CD lying around, then you could try s with this one.
