The difference.
Console games do not develop any further or, with new games or updates, these are specially adapted to this "old" hardware so that they run smoothly within their specification. For example… Consoles are designed for 30 or 60 FPS and 1080p. So you have no possibility to play other games other than those offered on this console, and high resolution is not possible.
Computers are constantly evolving and the requirements are becoming more complex. Developers will hardly adapt their software to 5-year-old hardware.
