I need a notebook for the university (Word, Excel, etc.) and for the sign (art, hobby), but no surface.

The possibilities are great. But if I can advise you something. Forget the touch function on a notebook. This is usually expensive and will not be used in the end. I had a Surface that was then used just like a notebook without a touch.
Does it have to offer touch? Alternatively, you can also get a Grafiktablet for around 60 €.

You can never have enough RAM, but I would not buy anything under 8 GB of RAM. Of course, 16 GB would be better.
Hard drive you should take a SSD, so it is nice and fast. If you do not install zig stuff, copy your entire MP3 and video collection on it and not even 1 million pictures, then you should come with 256 GB thick.
