Upgrading older PCs selectively?

From my PC the GraKa has blown and since then I only use my laptop. The technology in it is a bit older [Specs: i7 2nd generation, 8GB DDR3 RAM (upgradeable to 16GB)]

Now I just wanted to have a new Graka Christmas, it's worth it with the components because I do not want to spend 600-800Euro again.

The competent are just too old, even with a 400 euro PC, the CPU would be better. So if you spent 500-600, for example, you would have something decent. But it depends in the first place on whether you can use the power, ie whether it is worth it for you. What do you want to use the PC for?

And apart from that, you do not know if something else has gone wrong when you burn it out.

The CPU will be too slow in most games, so even a new graphics card will provide a barely better gaming experience as it is slowed down by the CPU.

Well, if you can build yourself anyway, I think you do not do a lot wrong with a graphics card first, because 1. The PC is running again and 2. You can take the graphics card later and gradually upgrade the rest.

If I understand correctly, is your choice new Graka or no PC?
