The more expensive notebook with the GTX 1070 and the I7 of the seventh generation is a bit worse in the range of the CPU than the cheaper one with the GTX 1060 and the I7 of the eighth generation.
The more expensive will bring better performance in games that are very graphics-heavy than the cheaper, but it is slower for applications and games that rely on a high multicor CPU performance.
The cheaper notebook brings better performance in multi-core applications and games (such as video rendering / streaming), but the performance in the very action rich titles or when using an external monitor with higher resolution than Full HD worse.
For Full HD Gaming (as with the built-in display), however, both notebooks are well suited.

Games usually load up the GPU much more than the CPU.
So the much better 1070 is of course the best choice.
In this league, single-digit performance differences hardly make anything noticeable.
