Looking good 19 inch laptop to 300?
Laptops over 17 inches are available in high viennese range. (So loose more than the TENZ of this budget.
300 euro sounds like lower limit for laptops at all. (Hello Celeron & cronies)
The standard is 15 inches.
Otherwise there would be the netbooks (Hey Atom) and tablets (Ahoi ARM).
For a used device, you can expect a decent i5, at least 4GB RAM, 500GB HDD, 128GB SSD, 15.3 inch 1080P panel equipped with a GPU of the lower segment. This will deliver a smooth work experience, even when it's time to be intense.
Games would run there with very unschoener graphics synonymous…

A good notebook for 300 is already pretty borderline. So that just the minimum requirements are met, so that you can surf reasonably surfable and typing can do. Already at the processing one must count on deductions.
The price dictates the size in addition. I dare to doubt that in the price range (new) even a 17 "device receives 15.4 could be possible, but more typical is the netbook / convertable league which moves between 10 and 14".
