No, you do not have to.
Currently, in Austria for computers / smartphones only GIS fees are payable if they are by installing a TV card to the television receiver. If radio programs are only received via the Internet, the devices are currently not considered radio receivers.
Thus: If you have no TV and no radio, then you have to pay no GIS fee. Car radios are toll-free.
In addition, you pay only for the receipt of public service programs. This does not include Netflix, Youtube, Amazon Prime and Co. So if you do not have a device that is suitable to receive public television / radio without internet connection, you do not pay.
