If you are not looking for a gaming laptop you will get reasonable used and new for 400 euro for 100 euro.
So, if you really just want to surf, even a raspi would be enough for 30 euro, but fun aside. There's enough for a device for about 300 euro, but then you can't expect any ingenious services.
