Microsoft Outlook uninstalled at rebuild and error when reinstalling?

My dad has rebuilt his notebook and then was the newly acquired Outlook awake 2 months ago. It is still under All Programs, but it does not open. Also, I can't reinstall it because it then writes that the product has already been used. Under the specified hotline of Microsoft 0800 8088014 I can't reach any, it does not even ring and then put it back on automatically. Can anyone help me?

If he has reset his notebook and Outlook is installed, then he has already installed Outlook.

If you think that it is due to the installation, then you could try to uninstall Outlook and then reinstall.

I've called Microsoft more than 10 times but I have the same problem over and over again and mostly I did that between 11am and 1pm but the number does not seem to work. I bought, paid for and downloaded the license for Outlook from Microsoft. I can't uninstall or install.
