I'm learning video editing, but my notebook is not performing well enough for me to edit without interruption. I use the free version of Davinci Resolve 16. I don't really want to buy a new notebook or PC, so I wanted to ask if you know a cloud solution and can recommend a provider to me.

I don't know what your requirements are. But maybe you hit too big a gun with the software.
So for video editing, cloud is actually an unusual solution but with e.g. Microsoft Azure you can safely set up a speaker server. The question then is which program actually supports cloud compute?
In the long term, a new PC is probably a better price-performance and technically better solution.
No, that would not be a satisfactory solution.
It depends a little on your PC, but Davinci Resolve may already bring a solution to your problem itself.
