Can I have steam and on my laptop and pc but with the same account?
I would like to play the games I bought on my laptop and not just on my pc

You can, but you can't have the game open on both at the same time.
Don't worry. My Steam and my games are now installed on 3 Pc and 2 laptops. Playing on two devices at the same time is not possible.
You can install them on any number of devices. You can only start one at a time.
Yes, that is possible, but you can't run both at the same time, then steam says that another device is currently online
