Cutting videos falls away in the price range. Finding a decent office device is difficult. 100 euro would have you drauflegen, then there's something rather possible. But as far as video editing is concerned, 100 euro more will not be enough.

It is a 15.6-inch device with a Full HD display. An Intel Core i3-7020U, 8 GB RAM and a 256 GB SSD are installed. Furthermore, Windows 10 is already preinstalled.
If really only 200 - 220 euro are in it, I would opt for a used device. New devices are in my opinion a waste of money in the price range.
