I would not say that the Linux drivers are generally worse. However, I'm surprised that this hardware runs a 3D game. In your case, the processor is probably a Pentium Silver. Such a CPU is simply too weak for everything except office and simple multimedia playback.
In addition, the CS: GO under Linux uses OpenGL while under Windows DirectX is used. The game was originally optimized for this API.
And Linux as an overall system is not so much optimized for gaming. It is actually quite normal that a game under Linux has higher hardware requirements than under Windows.
Possibly the change to the current Linux kernel (kernel 5.7) and the current version of the MESA graphics driver (version 21.2) will give you a performance gain. The packages in Debian are also very old.
