Found 3 notebooks with 16 GB RAM and 512 GB SSD for multitasking.
These are the respective CPUs, which one would be the quietest? Or how do you know that? Is a low TDP and a high number of cores sufficient?

CPUs don't make any noise. The noises are caused by the fans when the product is developing. So it makes sense to invest in good fans and power supplies.
The volume depends solely on the cooling solution. In principle, every CPU can be cooled quietly, and vice versa, a computer with an economical CPU can make annoying noises if a bad fan is installed.
So it only helps to look at tests on the laptop itself. You can't read something like that from the data sheet.
