I have a laptop on which some games are stored, including gta rainbow six… And since I have my new pc installed or windows installed on it today, I would like to transfer the games to the new one. I know you can indeed download with the same steam account but I thought maybe you can do that to me HDMI between the 2 PCs. If so, how do I transfer the game files over the hdmi cable and I have to release something for it?
Transferring game files over the hdmi cable…
… That will not do.
Why with HDMI? Just take a USB cable like any other, HDMI I think is only for image and sound transfer, not data
Not at all via HDMI. This interface for digital picture and sound transmission.
You can copy files to a USB stick or external hard drive and then connect this to your new PC.
You can also transfer files via (W) LAN if both computers are on the same network.
I think the questioner says HDMI because it "yes with Ethernet".

Therefore, probably the idea that you can transfer via HDMI.
The most sensible thing is to connect the devices either via USB 3.0 or via GbitLAN.
