Mouse problem on the laptop?

My parents have a laptop Acer Aspire 3. Now we have a problem with the mouse and the TouchPad from the laptop. It can be clicked anywhere Internet call, desktop, right mouse button, etc. Everything works. Only if you click on the windows symbol, nothing works. Pressing on the windows icon and the window with programs etc opens and there you can't click anything in this window. No programs you can't restart it no reaction from the mouse you can't click anything there. Have already tested other mice and the TouchPad does not work there either.

This will most likely be a problem with the user profile.
