Yes, it does. When you enter the password everything has to be decrypted. This takes a long time, depending on the amount of data.

That's not true! When entering the password, the actual key is unlocked and then checked. The decryption then takes place in the background when data is accessed. This consumes some CPU power, but is hardly noticeable on modern computers
If he were to decrypt the entire disk, he would have to encrypt it again when he shut down. And if the computer crashes, all data would be unencrypted, which would destroy the sense of encryption.
