This is a bug in the Media Creation Tool in connection with a virus scanner (usually Avira). This blocks the execution of the MCT. Deactivate your virus scanner and start the tool with admin rights.

I would also first look at some "background protection programs" such as virus scanners or "Internet protection software" or the like. I would disable it completely and then try again.
