My question: Is one of these laptops suitable for smooth play (at least 30 FPS) of larger modpacks in Minecraft (Skyfactory 3 as an example)?

I would generally not use laptops for gaming. Better save a bit and buy a clever gaming PC, then you can play bigger mod packs without any problems.
You should rather buy a smart gaming pc and not go to cheap sites that save money.
The 3700u is already usable
The first time the CPU is too weak. In the second, the RAM could be too little.

Most packs should run on that. If you can afford to upgrade to 12GB Ram, you will hardly have any problems with newer packs.

4GB are permanently installed, the other 4GB are a ram bar that you could exchange with 8GB.
8GB would be enough for most packs. Skyfactory 3, what you mention here, is unfortunately 1.10 and therefore very ram demanding, e.g. 5-6GB.
For 1.7.10 and many newer 1.12.2 packs, 4-5GB are sufficient, but 6GB would also be better here. So most of it will run, but a lot more must not happen in the background, TS or Discord are still ok.
With 12GB you are better served in the long run.
The first link comes with 12GB Ram, but the CPU is not really good for Minecraft.
Okay, would replace the 2. Then I think also with 8 GB, 8 GB in total would really be a bit too little.
