Laptop hangs when starting "Diagnosing the PC is running". Then I let it run through the night. But that didn't work. How can I now reinstall Windows 8.1?

Well, computers can always be alternatively reset, but you would most likely have to have them removed for this or you just have to remove the hard drive yourself from the computer and connect it to another device and then delete the operating system from it and reinstall it and insert the Windows disk that would be one Possibility I could give you.
But before that, make a backup and for the hard drive connection there will most likely be adapters that can alternatively be connected to another device somewhere via USB.

In addition to Windows, I installed Ubuntu. So I can still access my hard drive. So I can uninstall Windows right? What happens to my Windows license?
