Network card defective or tethering crazy?

I'll keep it short:
Internet is dead. I currently have no power outlet at home. I've been using my cell phone tethering for a few days. Since today - without that I have changed something, it no longer works.
It's probably not because of the drivers, I have reset network settings on both the mobile phone and the PC without any effect. I also tried different cables and tethering works on the laptop.

One guess I have that my network card is defective. None of the LEDs in the back light up However, I don't know if I need a working LAN card to use tethering?

So:

1.) What can I do to get my tethering up and running (I tried to restart, reset all network settings, it's not because of the drivers… What's left over? Am I missing something?)
I can say that my cell phone is not displayed in the network list despite the USB connection - by the way, not a single one, not even that from the neighbor or something - but I believe that my PC is not Wi-Fi capable…

2.) How can I check whether my LAN card is defective?

If you have connected your mobile phone to your PC via USB for data transfer, then your PC does not need access to its integrated network card, and neither does a Wi-Fi function.

If your mobile phone is suddenly no longer displayed in the device manager, the problem is to be found in the USB connection between PC and mobile phone.

Sometimes the USB controller or the Windows USB control management system simply "forgets" one or the other connected device.

Since the "inf.cache" no longer exists in Windows 10, try the following approaches to reset the USB ports:

Unfortunately, it did nothing - in the network properties it says status: "not ready for operation" I don't know why that should be: /
