Tablet applications?

I'm just considering if I should buy a laptop or a tablet.

I would prefer a tablet. But can one also write applications with it?

You can write anything, but personally, I'm absolutely not a fan of tablets. I need something powerful with keyboard and mouse, not NEN pancake to groom.
