Can you stream to a weak laptop?

I'm very interested in whether you can stream on weak laptops? I'm asking the question for a friend because they don't have a good question account and don't want to create one. His laptop has 1.10 Ghz and would actually like to stream. He's tried OBS before, but it doesn't work with him. Do you have any ideas and could you help my friend? Any help would be appreciated.
