What do I need everything so that I can play a reasonable stream?

My laptop has similar component and for me it is not even possible liquid with 60 FPS record so I think that unfortunately does not work. I would recommend you another processor with multicore performance e.g. Thinking of a Ryzen 5 2600/2600x and another graphics card would not be too bad (if you also want to play with your laptop or pc) e.g. A GTX 1050ti or a 1060 if that comes with the RAM I do not know exactly because you could vlt someone else ask.

I do not know if I can 😅😂 I'm a tree in PC knowledge 😂 that's why I ask. And the PC would be just for the stream so only Chat, Obs and hold Twitch. That's it.
If it could possibly work best you just try it out. But always look best if the Lappi is not too hot.

My laptop with almost the same specs can easily record games and even play them at the same time.
I have an i5 8250u, 8gb ram and a mx150 and can play gta 5 and even record in parallel.
You do not need the laptop if you do everything about the PS4.
Start game, press Share button, start transfer, register Twitch or Youtube account and off you go. Can also make settings before starting.
If you want to do it over the PC:
Connect Elgato, Switch off the PS4 under Settings - System - HDCP. Under OBS, select elgato and create a profile that will create your CPU / line
