Dell inspiron has stopped working, what should I do?

My laptop just shut down the other day and then stopped working. When I turn it on, the LEDs light up for a few seconds and the cooler starts to run, but it goes out again immediately after a few seconds. The screen stays black all the time. The same thing happens when I connect its charging cable, the lamp that charges it lights up briefly and then goes off again. Is there a way to fix it again?
