So you want e.g. From a connection with e.g. Reserve 100MBit / S total of 30 MBit / S for the PC and 70 MBit / S for the mobile phone, or how?
You can't divide the bandwidth between two devices.
The strength of the reception of the WLAN signal depends on the router, the structural conditions on site and the end devices used.
You can of course connect the devices differently. The laptop e.g. Via LAN cable and only the cell phone via WLAN. Or both connect to different Wi-Fi networks on your premises. (Mobile phone 2.4 Ghz WLAN and laptop 5 Ghz WLAN)
