How do I open Safe Mode?

My laptop says "Data carriers are being repaired. This process can take over an hour."

I've been waiting for days.

Now I actually only want the data from the laptop, some of it contains pictures from the last 10 years!

I need help, that with the on and off somehow does not work for me!

When does it say "Are data carriers being repaired? When starting up?
