Are the parts good for VR?

I just have a laptop running Ubuntu that has 2.5GHz Intel Core i5-3210M (CPU) and Intel HD Graphics 4000 (GPU). I also have a computer for gaming that has an AMD Ryzen 3 3200G with Radeon Vega Graphics 3.60 GHz (processor with GPU). Since that won't really work with computers with VR, I know very well. But are the parts of my laptop good for VR? Can you maybe replace something of the computer that I can only replace the GPU without replacing the CPU? Are there any consequences if I do something wrong?

Edited: I would also ask how much a GPU would cost if none of the parts were good for VR.

There's a suitable tool on Steam that you can use to check whether your hardware is sufficient or not.

So since you don't install a GPU in your laptop, I would actually advise you to use a PC or an eGPU (external GPU) the case costs around 200-400 euro + a good GPU 300-600 euro (in your case). Your laptop creates no VR like it is!
