CPU 100% utilization by energy options Gaming laptop?

In order not to have a CPU load of 100%, I always have to switch to (balanced) in the energy options when starting my laptop, because whenever I use the energy plan (high performance) or the one from Razer Cortec, it always goes to 100%.

In the past there were reports of bugs. Use a different program like hwinfo to see what the load is.
