StreamOn without consuming data volume?

If I connect my cell phone to my laptop and eg look over it (via the cell phone network) would I then consume data volume?

Or does StreamOn only work directly on your mobile phone?

If you pull data directly on your cell phone or on a laptop, you consume your data volume, logically actually!

But I meant despite the StreamOn function?
