Even if you want to get the laptop to the PC, you would need a LAN cable. I only see the possibility via LAN or WLAN.
Bluetooth from other devices connected to the Internet. It's unreliable… But it's worth a try.
If, as with most PCs, a network card is included, connect the PC to the router with the router cable (included) (LAN connection).
Or with USB thetering from your cell phone!
You can connect your mobile phone to the PC with the Internet via USB. Then activate USB tethering in the phone's settings under Connection. Then you accept the cell phone as a network on the PC and you get hotspot from the cell phone.
You can tether a laptop with the PC, but you need a LAN cable for that, with the cell phone I think it can go with a LAN cable, just google for tethering
