Only as a supplement to the topic of CPU: a passively cooled CPU simply can't do anything great, because intensive computing power now generates a lot of heat, which may not occur in a passive cooling at a particularly high rate. Unless you want to use the device as a mobile stove top. So, in order to counteract this, the performance is always pretty well throttled. And that definitely affects system performance.
