Cheapest method to program Xcode?

I have a good Windows laptop. But I would also like to upload and edit my Flutter app in the app store. Unfortunately I don't have a Mac that costs so much (budget max 300 euro).

I also have a VM, but it doesn't work well at all…

Is there any cheap way to use Xcode anyway?
