YouTube is currently suffering from a Germany-wide disorder.
We can't say when the problem will be resolved.
It is a common problem. I assume that you upload the videos with the new upload function.
I have exactly the same problem, but as soon as I switch to the old upload function everything works fine again.
Try uploading your video with the old upload function.
The new one is currently still in beta and it may be that mistakes creep in.
I tried it, it would work without any problems but it says, I have to set whether it is special for children and this setting is only available at YouTue Studio Beta…
You can ignore that in the old upload function.
You can also set this setting after uploading the video via YouTube Studio.
That's no problem at all.
