3rd generation is already relatively old (currently is the 9th generation), but for surfing it should be enough. With 8 GB of RAM, you could open countless websites at the same time. However, you could consider replacing the HDD with an SSD, which could lead to faster response times when using the PC, e.g. At startup, start programs, etc.

Of course it may vary depending on the system, but under certain circumstances an SSD can provide much more than a "bit of" speed. Recently I replaced the HDD in my grandmother's PC with an SSD after complaining about too long startup and loading times (sometimes 2-3 minutes for the system startup). One SSD later and the PC always starts in less than 60 seconds. The start time was more than halved, even when starting programs there's hardly a delay. And that, although only one i3 of the fourth generation is installed.

The SSD would cost me 70 euro and then I still had the problem that someone would have to clone the HDD to transfer them to the SSD. I can't do that and my brother-in-law can never have time for that because he's always on the job. That's why I had to do that. So again 70 euro plus Windows re-play another 70 euro and then I would be at 210 euro for such an old notebook which only 250 euro -300 euro worth. That makes no sense.
I already have that with the notebook of my daughter. It has a 12 inch convertible with a Pentium N4000 CPU and 4 GB RAM / 500GB HDD. I would like to upgrade soon by my brother in law on 8GB RAM and a 500GB SSD. I hope for a small speed boost. Because the Pentium is quite lame. If my brother in law does that, I only have 120 euro material costs. This is really a lot for the older weak notebook, but it should be fun with the thing MS Office to operate and surf, so the idea to upgrade.
For office and surfing, a Pentium with 8GB RAM should be sufficient.
It also does not hurt to start with an empty hard disk with a fresh Windows installation, and only transfer the most important data. In Windows, it is almost inevitable that accumulate in the long term garbage, so even a "basic cleaning" sometimes bring speed advantages.
I have been using SSDs as my main disk for years, and would get seizures if I needed to work with an HDD again.
