Is it worth it to register with steam and are there games for low-end PCs as well?

And certainly there are games with very low requirements that run on pretty much any device, but your device is really hardly suitable for gaming. A Celeron I would not even recommend for office use and an Intel HD Graphics 4000 is an old integrated graphics chip, which is very poor performance.
