So if you want to play games (especially Anno), you're almost forced to use a computer running Microsoft Windows.
Take a look at Lenovo or HP, they're just fine.
A laptop around the 600 - 700 euro should be sufficient for your use (depends on which Anno).
For the university, I would recommend a Microsoft Surface, depending on which model could also Anno be playable on it.
Because the Surface is versatile, you can write in the university like on paper (also in OneNote) and at home you can take it for series or to play.
