I want to start photography. My question would be 1.) How much will the whole cost me, and 2.) Do I also need a laptop? And if so what for one and what programs to edit the images.

You can also get into photography with your used Samsung from the NX series, which you are now thrown under lens with less than 150 euro, because Samsung no longer produces cameras and lenses. Otherwise new starter cameras like the EOS M100 you get with lens already for 350 euro or the Sony Alpha 6000 for ~ 500 euro. For ~ 530 euro you get the slightly better EOS M50 with lens.

2) Nope, one PC is enough. Theoretically, even just a cell phone or a tablet, because there you can also connect a memory card reader, and many apps can now also RAW images edit (Snapseed, Lightroom). Common freeware tool on the PC is Darktable and Gimp or the payment software Photoshop and Lightroom for ~ 12 Euro per month.

To what extent do the terms third rule, leading lines, golden section, contrast distribution tell you something?

The most expensive and latest camera equipment does not produce good photos when the person behind the camera does not know what he is doing and why he does the same.

With 500 euro you get used today sufficient equipment (camera + lens), for the first 2-3 years. During this time you can gain experience and learn (why certain photo situations need exactly these or those settings) and in three years you will surely know in which direction you want to go deeper into photography. And for this deepening you can then, with your acquired knowledge and your experience, choose the right camera for you.

If you do not want to believe it, but now want to spend money, then buy one of the new mirrorless cameras (Canon R, Leica L, Panasonic S or Nikon Z) with three (3) matching lenses and you are SUPER equipped… But it will you, without the previously mentioned knowledge and skills, do not help and the approximately 6,000 euro are gone.
