Moin, I wanted to ask what you recommend me for 400 euro?

I only want to use Office applications, otherwise it should be 17 inches at best.

I had a cheap one from HP for 350, --- which apart from the battery has been running for 7 years without any problems.

Or you can take a refurbished DELL notebook for 300 euro. Business model like Latitude, which you can usually work with for a few more years.

But unfortunately no Windows is installed here. If this laptop is not the right one, it might be worth checking out eBay or eBay classifieds. For such a small budget, I recommend a computer with an Intel Core i3 or i5 with 4 cores or an AMD Ryzen 3 or 5 and 8GB RAM.
