I recently bought a new laptop. This should actually have 75000mWh but has only 65000mWh when fully charged. Can somehow fix this problem?

Have you already trained the battery of the notebook in about 5 to 7 complete charge cycles (ie between message "Battery empty" to 100%)?
Often brand new / previously unused LI-Ion batteries still need this build-up phase to reach their full rated capacity.
Where are you reading the Wh from under Windows? Probably that's just a valued ad and you're not supposed to unload 100% of the battery, and there's a safety factor inside so the battery is not discharged after 10 times.
