You can google the minimum requirements for Sims and a music program or the VST's (such as contact) etc. You need a fast hard drive and RAM memory. And depending on what you mean with image processing etc., more RAM memory will always be an advantage.
A decent laptop for multimedia applications and games starts at around 1000 euro. (More RAM, faster hard drives, more cores and a better graphics unit, etc. And hey presto, the price goes up.)

The Asus TUF gaming models are super fast, have good cooling and can therefore get more performance. The problem is always the cooling because a lot of power also generates heat in most cases.
"Good PCs" were mentioned explicitly. So I used the 3080 as a comparison. Of course, something smaller is sufficient for Sims.
Depending on how long the device should last and what the hungriest application is… It can start at 1000-1500 euro with a quasi open-end.
I have had good experiences with MSI and HP (OMEN series). Toshiba is unfortunately no longer present on the EU market as far as consumers are concerned.
Image processing will probably not need a lot of power, it will need more RAM, I'm not familiar with music. Games like "Sims" fall under the box "I'll do it on the side". If you are in the price segment, current (more) AAA titles run quite easily.
