If you want to gamble a bit, with Ryzen they are actually better because they have a reasonably usable integrated graphics card. Yes 8GB Ram at least are mandatory and hard drive is best at least 250GB SSD.

There's a Ryzen 7 installed with a Vega 10 graphics unit. The SSD is big enough, just like the RAM. The display dissolves in Full HD and is pleasantly anti-reflective. So Sims 4 runs smoothly, even with expansion packs.
