I'm looking for a new laptop. The operating system should be Windows Vista or earlier, because I still have a lot of old games that run on Win 7 and Windows. 8 do not run. The PC should have a CD Rom drive and be able to pack games like Need for Speed Most Wanted, Anno 1602 etc. Price should be up to 300 euro. Thank you in advance. And please no used suggestions!

There should be few games that run on Win Vista, but not on Win 7.
8 GB will be difficult to find with Vista, which was quite a lot back then.
If so, use a device with Windows 7. Every Vista game also runs on Windows and mostly also on Windows 10, because the systems do not differ so fundamentally.
New devices with Windows 7 are difficult to get, often the old device market is a little more common.
The best way to play older games is on desktop PCs. With Vista and 7 I would not let a laptop / PC into my network.
I can especially recommend the Lenovo ThinkPad T420s, which officially supports Windows XP. There are different models that are equipped differently. Once without and once with a dedicated graphics card, the Nvidia NVS 4200M.
I own several ThinkPads from the T420 and T420s series. For old games this should be enough and from a price-performance ratio you should get a super-robust notebook.
On my current laptop it doesn't work either, I think win 8 or 7.
