Usually everything is enough with an AMD Ryzen 3-2200u / 3200u, or with an Intel Core i3-1005g1 with 8 GB RAM and 256 to 512 GB SSD.
At a price of around 500 euro, you should even be able to get a 17 "notebook for your mother if necessary for a better text overview.
A full HD display is not absolutely necessary for your mother's purposes if she does not occasionally want to watch video films on the book.
If she has to type a lot, you should give her a keyboard and a mouse and pad (each with a USB connection). This saves the input options of the book itself for mobile purposes and, even with budget books, is usually much more ergonomic on a desk than the NB keyboard and trackpad.
