Lenovo Yoga 720 - ventilation rattles, no dust, can you remove part of the inside?

My one fan in the laptop has been making cruel noises for some time, I just opened it, no dust in it (it is only 3 years old).

But I noticed that the "band" on the inside of the bottom housing that goes over the bottom ventilation grille on both sides is looser on the problem side than on the other.

These tapes are not even on the photos in the technical manual.

Now the question:

Could it be because of this curved band (it's still firmly glued on both sides)?

And if so, can I just remove the tape or what is the function?
