Intel Atom is pretty much the weakest thing around, that sounds like a really bad offer. The graphics card is also not suitable for current games. The laptop might have been sold for the price 8-9 years ago, but by today's games that's a complete scrap mill. That he would grab current games is a naughty lie.
Besides, I can't find either GPU or CPU in any database. The model numbers do not seem to be correct.
My laptop was only a few euro more expensive and has better performance. I would not take the offer.

I would not get a laptop if you want to gamble, buy a stand PC for 600-700 euro, a monitor for 100-200 @ and mouse, keyboard and headset.
If you still need a laptop for watching movies / series, you can get a cheap one with a 250GB SSD and a very good processor and monitor. Alternatively, you could also get a Google Chromecast or Amazon Fire TV Stick for about 30 euro, which makes your not Smart TV to a "Smart TV".

As I said, even the model numbers are not right. It says Intel (R) Atom (R) 7820-hL. Such a processor does not exist, no Intel processor ends with hL.
For example, i7-7820HK would be a huge difference.
A Geforce SX 440 does not exist either.
