I would know whether I can log into minecraft on my pocket edition acc on the laptop without paying anything because I know the passwords and so PS: I didn't have acc ON MY PC but on my tablet
No, these are two different versions
Minecraft on PC and tablet are different. So you would have to buy Minecraft on PC ^^

Ok I had bought java edition but would have guessed that I can log in
Minecraft distinguishes between two versions.
Java Edition (Java: Windows, Linux, MacOS)
Bedrock Edition (Cross Platform: XBox, Win10 (Edition), Android, iOS etc.)
These two versions use their own account system.
With the Bedrock Edition this is done via the XBox Live Account.
The Java Edition uses Mojang Accounts. (At the moment)
So it is not possible for you to use the same account for different editions, but within one edition (Java / Bedrock).
