I have a switch, several laptops, a mobile device that hosts the hotspot, and a Debian server.
Is it possible to create a network bridge (Windows) via the hotspot on a laptop, and to make the Internet available on the other devices (especially servers)?
I have the problem that I can ping the server from the laptop, but from the server I do not reach the laptop (or not the IP address of the network bridge)
Thus I have no chance on the server to install the required packages (or apt-get update).
How could I set up a suitable network?

Yes and why? Because you probably just kind of connected everything and they're in different subnets.
How is the network currently structured?
All devices hang on the switch. The server has a static IP address.
