But behind the thought I think so, can he have access to this laptop from home? See all my data? Which I type now or no? I'm always skeptical when I buy electronics on eBay ads.
Basically not, that would be punishable. You can reinstall Windows 10 for security.
Can be, purely theoretical. Get the Windows Key, format the hard drive and reinstall Windows (or install Linux or BSD or whatever you enjoy). Then you are on the safe side!
Something like that is feasible, but I doubt it. I would generally recommend cleanly reinstalling Windows from a previously created installation disc. Then you are on the safe side.
And formatting beforehand - which has been mentioned several times here - does not have to be done. All partitions are deleted during the reinstallation. This will remove all files.

Reset the part to the beginning and reinstall everything and done.
