The size must be freely selectable.
I use "FastStone Photo Resizer" for that. It's not nice, but it works.

Since the link program is portable (I've been a fan of "https://portableapps.com/" for a long time) you don't have to install it and can simply start and use it.
Irfanview as a tool is a so-called all-rounder and can handle all image formats.
